(i) Current Development 

In 2015, the total industrial output value of Guangzhou’s major equipment manufacturing industry reached RMB 411.101 billion yuan, an increase of 8.2%, accounting for nearly 22% of 46 city’s total industrial output value of enterprises that are above a designed scale. At present, mine companies and rail equipment businesses, including Canada Bombardier, United States Gulfstream, Kawasaki Heavy Industries and China South Railway (CSR), as well as famous industrial robot manufacturers, such as FANUC (Japan) company, and COMAU (Italy) have set up factories in Guangzhou. Meanwhile, a group of leading enterprises in special equipment industry have emerged in the city. 

The manufacturing of robotics and intelligent equipments has achieved rapid expansion. After years of development, robotics and intelligent equipment industry has begun to take shape in Guangzhou and developed in a clustering way, with a total output value of over RMB 20 billion yuan. Especially, by taking the developing chances brought by industry 4.0, Guangzhou Industrial Park of Robotics at Guangzhou Development Zone has successfully attracted world’s top four robotics companies, including Kuka Robotics (German), Fanuc (Japan), Yaskawa Robotics (Japan), ABB International Robotics (Switzerland), to establish factories here. Also, Sinomach Intelligent Equipment Co., Ltd. has set its headquarters in the industrial park. In accordance with the Suggestions on the Promotion and Development of Industrial Robotics and Intelligent Equipment Industry issued by Guangzhou municipal government, by the year 2020, the city will have built an industrial cluster of intelligent equipment industry that has a total output value of over RMB 100 billion yuan, with the manufacturing of industrial robotics as its core. 

Shipbuilding and ocean engineering equipment industry has improved markedly. Guangzhou’s shipbuilding capacity has reached 5 million deadweight tons per year, with single ship building capacity of over 300,000 tons. There are altogether more than 40 shipbuilding enterprises in the city, and 20-plus enterprises that are capable of building ships. The products of shipbuilding industry cover many types, including container ships, product oil tankers, large multi-purpose chemical tankers, Ro-Ro ships, Ro-Ro passenger ships, semi-submerged ships and so on. The manufacturing of self-propelled trailing suction hopper dredger has filled the blanks in China’s large dredging ship building history. Dredging ships with the largest drift power in China have been built here. Guangzhou has become one of the country’s three largest shipbuilding bases. 

Guangzhou leads the country in power transmission and transformation equipment manufacturing industry. In 2015, the total industrial output value of power transmission and transformation equipments manufacturing industry reached over RMB 43 billion yuan, accounting for about 50% of the province’s total. The city ranked the second in the country in terms of switchgear manufacturing and voltage transformer manufacturing industry. 

The industrial manufacturing capacity has increased significantly. Dongfang(Guangzhou) Heavy Machinery Co., Ltd. is the only one in the world that boasts the synchronous production of second-generation nuclear power, third-generation AP1000 and main equipments for EPR nuclear island. 

Rail transportation and aviation equipment industry has begun to take shape, with the emergence of a number of local enterprises with independent intellectual property rights and domestic leading technology. 

(ii) Industrial Parks 

Three cluster zones have been formed in Guangzhou, including the Eastern Cluster Zone centered on Huangpu District, the Southern Cluster Zone centered on Nansha and Panyu Districts, as well as the Northern Cluster Zone with Huadu and Baiyun Districts at its core. A number of industrial parks and bases have been established, such as Huangpu Robotics and Intelligent Equipment Industrial Park, Longxue Shipbuilding and Ocean Engineering Equipment Manufacturing Base, Dagang Large Equipment Industrial Base, Huadu Rail Transportation Equipment Industrial Base, Aircraft Maintenance Base of Airport Economic Zone, Aviation Equipment Industrial Park, Baiyun Transmission and Distribution Equipment Industrial Park for Electric Appliances, and Panyu Buildings Equipment Industrial Park, etc. 

Huangpu Robotics and Intelligent Equipment Industrial Park: the park consists of Guangzhou Science City and Huangpu Intelligent Industrial Park and is home to a group of intelligent equipment enterprises that mainly produce robotics, such as Risong Technology, Mino Auto Equipment, Tech-long, Bravo Jiayan, and Songxing. The “four giants” in industrial robotics manufacturing have established factories in this area. China (Guangzhou) Intelligent Equipment Institute, the only institute for intelligent equipment industry in China that was established by Sinomach Group in 2015, choose to settle in Guangzhou Science City, with a total investment of RMB 1 billion yuan. Sinomach Group will also set its national headquarter in the district. 

Longxue Shipbuilding and Ocean Engineering Equipment Manufacturing Base: it is located in the Longxue Island of Nansha District, it is one of China’s three major shipbuilding bases. Its Phase One project has a total investment of RMB 4.5 billion yuan. Two large docks of 500,000 tons level will be built and the annual shipbuilding capacity will soar to 2.12 million tons. Development focuses will be put on large and medium-sized oil tanker, large ore carrier, large LNG tanker, ship maintenance and modification, as well as ship supporting product. 

Dagang Large Equipment Industrial Base: it is located in Dagang Town of Nansha District, covering an area of 45 square kilometers. It has been committed to developing ships, nuclear power generation equipments, high-power generation equipments, numerical control systems and other heavy equipments and key components, as well as ocean engineering projects with the government’s primary support, so as to build a world-class large and advanced manufacturing base for complete sets of equipments. 

Huadu Rail Transportation Intelligent Equipment Industrial Base: it is located in Shiling Town, Guangzhou Huadu District, covering an area of 35 square kilometers. It is the country’s largest production, maintenance base for high-power electric locomotives, with the capacity of examining and fixing 1,200 locomotives annually. Efforts will be make to particularly introducing upstream and downstream industries that are related to locomotive industries, such as locomotive part manufacturer, locomotive electronics, information technology enterprises and so on. 

ST Aerospace Aircraft Maintenance Base: it is located at Guangzhou Baiyun International Airport. The base has been co-funded by Singapore Technologies Aerospace (ST Aerospace), the world’s largest third-party aircraft maintenance company and Guangdong Province Airport Group CO., LTD, the owner of Baiyun International Airport, which is one of China’s three major aviation hubs. The base is designed to provide aircraft maintenance, overhaul and modification services for domestic and foreign airlines. 

Baiyun Equipment Manufacturing Industrial Park for Electric Appliances: development focuses are controlling switches and complete equipments for power transmission and transformation, etc. 

(iii)Investment Promotion Priority 

Endeavors will be made to develop rail transportation equipments with high-speed railway technology as the core, clean energy and renewable energy equipment industry represented by nuclear power technology breakthroughs. Efforts are targeted at promoting the growth of aviation equipment, satellites and its application, rail transportation, ocean engineering, intelligent manufacturing, and other high-end equipment manufacturing industries, in order to form a leading industry cluster with the integration of R&D, manufacturing and service. The construction of robotics and intelligent equipment industrial park will be speeded up. Home-grown enterprises of robotics and intelligent equipment with local characteristics and self-owned brand will be cultivated.
