(i) Current Development
Guangzhou is one of the country’s three major bases for passenger vehicles production and an exporting base for automobile and auto parts, as well as a pilot city for the demonstration and promotion of energy conservation and new energy vehicles. Automobile industry is a primary pillar industry in Guangzhou. In 2015, the total industrial output of automobile manufacturers that are above a designed scale in Guangzhou reached RMB 377.679 billion yuan, accounting for 20.18% of Guangzhou’s total, and the city’s total automobile output was 2.21 million, a year-on-year increase of 11.89%. In the same year, the city’s auto parts producers that are above a designed scale realized a total industrial output value of RMB 99.446 billion yuan, an increase of 5.1% on year-on-year basis. Currently, the Pearl River Delta is home to more than 1000 auto parts enterprises, with over 500 of them located in Guangzhou. The year 2015 witnessed the city’s annual output of 2,613 new energy vehicles and 7,037 hybrid electric vehicles. At the moment, Guangzhou owns two self-owned brands of new energy car (GAC Trumpchi and Dongfeng-Nissan Venucia), with an annual production capacity of about 30,000 cars. By the end of 2015, a total of 15,000 new energy vehicles have been put into use, with a total of 5,000 charging stations established. At present, Guangzhou automobile industry boasts nine provincial enterprise technology centers, two provincial engineering centers, two well-known trademarks, four famous trade marks and three famous Canton brands. Also, there are the Automotive Engineering Institute of Guangzhou Automobile Group Co., Ltd. (GACENGINEERING), an independent R&D center, as well as technology research and development centers for CBU vehicles.
GAG Group has continued to be included in the world’s Fortune 500 (ranking 362nd in 2015, moving up fourplaces from the year 2014, and 121 places from the year 2013), and won thehonorary title of “Best Car Manufacturer in China”. In 2014, the group wonChina’s the First Prize for Scientific and Technological Advancement in Automobile Industry for the first time, which is by far the highest-level award that it has won in terms of research and development of the industry.Dongfeng-Nissan owns vehicles of five categories, including high-end vehicles,flagship vehicles, family sedans, fashionable cars and SUVs, making it one of car producers that have the largest number of vehicle type and the most complete product line. Car exhibition held in Guangzhou has become one of thecountry’s three major exhibitions of the industry.
(ii) Industrial Parks
Three clustering areas witha value of over hundreds of RMB billion yuan each have been formed in theeastern, northern and southern part of Guangzhou. In the East (HuangpuDistrict, Zengcheng District) are GAC Honda (600,000 vehicles), BAIC Motor(Guangzhou) (100,000 vehicles), Honda (China) exporting base (60,000 vehicles),and more than 200 auto parts enterprises. In the North (Huadu District, ConghuaDistrict) are Dongfeng Motor Corporation Passenger Vehicle Company (DFPV)(600,000 vehicles), GAC Hino Motors Conghua Base (20,000 vehicles), GAC Bus(5,000 buses), and more than 180 auto parts companies have been attracted to establish factories there. In the southern part of Guangzhou, there are mainly Guangzhou Toyota (380,000 vehicles) in Nansha District and GAC Motor (200,000vehicles) in Panyu District, as well as more than 130 auto parts companies.
(iii) InvestmentPromotion Priority
Endeavors will be made to expand scale and adjust product structure in CBU vehicle manufacturing industry and attract investments of European and American brandsof CBU vehicle manufacturers to establish companies in Guangzhou. Priorities will be given to introducing enterprises that develop, produce and sell carsand key auto parts, attracting manufacturers of power transmissions, automould, car electronics, electronic control integrated system, high-performance and energy-saving tires and other high-end auto parts producers. In the meantime, the localization ability of auto parts must be improved as well. The development of relevant industries, such as auto product design, finance,leasing, international car exhibition, second-hand car trade, car products recycle and so on, will be pushed forward. The R&D and production of new energy vehicles will be brought in and fostered. Supports will be given to the development and production of hybrid cars, pure electric vehicles, fuel-cellvehicles, electric vehicle batteries, drive motors and control systems, as well as the construction of the innovating, testing and experimental platform fornew energy vehicles technology. The introduction of world’s advanced technologies in pure electric vehicles manufacturing and renowned testing service agencies of auto public technology at home and abroad will be speeded up.
